SPECIFIC RESPONSIBILITIES: Carry out the following duties and obligations in consultation with the Contract Manager and assisting Subcontract Administrator in administering sub contracts where necessary as required. Organizes trains and supervises Quantity Surveyors. Post contract work: Co-ordinates QS Work • Receive drawings from designers, client and shop drawing department and ensures that the quantities are measured in accordance with standard method of measurement adopted for the project. Prepare and revise bills of quantities and update as required to maintain accurate records for cost control, Sub contract administration and final account. Enter and adjust re measure and reconcile with bill items. • To ensure that all the work is entered into the company recording system in the correct manner and sequence and that all items entered are correctly coded in accordance with the CSI coding system. • Supervises QSs, who will measure weekly on site as built work and enter into prepared record sheets. • Supervises QSs who will prepare comparison and record of work achieved against measured quantity from bills of quantities. • In cooperation with the Construction Manager plan, initiate and ensure the implementation of record keeping systems in respect of cost monitoring and Variations to the Works, Site Instructions, Day-works, standing time, disruptions, idle plant, equipment, labour, delays to the programmed works etc in accordance with Company Procedures and the Contract requirements. • Assist the site Contract Administration team to prepare, submit and discuss as requested, with a view to obtaining early approval and payment, any new Contract rates in conjunction with the Contract Manager. Costing function is set up for projects and reports to the Contract Manager and assists the sites as follows: - Receives the Tender Documentation and analyses with Project manager and Contract Manager. Agrees on segmentation of work to set up cost monitoring process. Receives Bills of Quantities and sets up a re measurement routine to maintain accurate cost monitoring and cost factor reporting, sets up full cost recording and reporting procedure. - Advises the Costing Code number to be allocated to the various operations for the execution of a project based on Company CSI standard coding system. - Prepares weekly and monthly Unit Cost Report in format set out by company system for all major contracts and inputs into Company IT system (Oracle) - Prepares monthly cumulative project output with Unit Cost Report for all major contracts and inputs into Company IT system (Oracle) - Prepares required site measurements and abstracts actual costs from Company records to enable ‘Unit Cost Report’ and ‘Cumulative Project Output with Unit Cost Report’ to be prepared. - Ensures that the time recording by company IT system time recording and timekeeping input is accurate prompt and reflects the time expended by crews and each other section of Work to reflect the total time recorded on a weekly, monthly and total basis. - Monitors and verifies time cards for companies providing direct labour for sites and allocating correct Costing Code number for such operations. - Prepares weekly and monthly cumulative cost analysis report for Minor Contracts under the following headings – Direct Labour/Staff, Equipment, Materials, Sub-contractors, Hired Labour and Hired Equipment. - Prepare material stock reports and work in progress reports for sites, and as required by the Accounts Department. Qualifications Engineering Degree Trained as Quantity Surveyor in recognized further educational Institution Minimum 8 Years Experience, Post Degree, after serving as Quantity Surveyor with project experience and to have worked either as contract administrator or senior QS with site experience in using and applying labor rates in construction sites.
